By workload, not ideology. Cloud usually wins for variable demand, rapid provisioning, and managed services; on-premises can win for steady predictable loads, data sovereignty, and latency-critical work. The honest answer for most organizations is a documented hybrid — with an exit strategy for every platform so no vendor ever owns your options.

Every shortcut, deferred upgrade, and undocumented fix accrues interest — paid in slower changes, security exposure, and staff time. Like financial debt, some is strategic and some is reckless. Modernization is fundamentally debt restructuring: pay down what throttles you, refinance what's stable, and stop borrowing carelessly.

Three killers recur: big-bang scope (everything changes at once), requirements frozen before users touch anything, and no rollback path.
